What exactly are we paying the clerk for?

After more than a year, the City Hall in Lubartów handed over to us the scope of activities of employees employed in all departments.
We do not understand the conduct of our authorities in this matter.
That is, as we wrote, we are aware that officials like secrets and this is the common good of all offices, but it cannot be logically explained.
How was it with the City Hall?
An illogical sequence of events:
Application for transfer of the scopes of activities of persons employed in the City Hall
sending the scopes of people holding managerial positions / refusing the rest
urgency
refusal / and refusal to issue a decision
complaint to the Provincial Administrative Court (rejected)
another application for the transfer of the scopes of activities of persons employed in the City Hall
extension of the deadline for settling the case by the City Hall
ranges sent to us by the Office
Can we imagine the entire measure being omitted? The first application was from May 2017.
The situation was similar with the Poviat Starosty, except that the Starosta issued a negative decision there.
After extending the deadline for settling the matter "due to the length of the documentation in question". Strange?
Perhaps for a man who has to participate in such cat and mouse games.
So, again - a new application.
Currently, we are with the Starosty at the stage of a complaint to the Local Government Appellate Court after the refusal and a letter to extend the deadline. Then we will probably have to contact the Provincial Administrative Court.
For what?
Who can know that?
We feel sorry for people who try to deal with such matters individually. And we are not surprised that they are asking us to substitute for asking questions to various institutions.
When we finally learn that the offices were created, inter alia, in order to deal with citizens' affairs?
They were certainly not created to "hold office".

The Poviat Starosty in Lubartów, after the decision of the Local Government Appeals Tribunal, waiving in its entirety the refusal to provide us with the scope of activities of employees employed in the Starosty, informed us that it would transfer them by October 6.
