The shortest meeting of the Board of the Association

On January 29, a meeting of the Board of the Communal Association of Municipalities of the Lubartów Region took place.
The chairman of the board had no objection to our presence.
We managed to get in and the members of the board asked for a break.
Such a pause for us to leave, so the media participation in the session lasted maybe 1.5 minutes.
Regarding the break, the question came from our side: Who's leaving? Us or you?
When you finish laughing, notice that, contrary to appearances, this question was absolutely justified. Why? We asked for information when the break would end. The Chairman of the Management Board, Krzysztof Paśnik, came to us and told us that the other members of the Management Board do not want us to be present, and that the meeting also concerns personnel matters.
The meeting continued, of course, but without our participation. What's next?
On the next day, January 30, an Extraordinary Session of the Assembly was held.
And the next - ordinary. At which the delegates talked about the amount of contributions to the Union, the budget, that is money. But not only that, because once again there was a problem with legal services. Or rather, the lack of it.
Very seriously: All inhabitants of the member communes should watch the transmission of the session of the Assembly of the Communal Union of Municipalities of the Lubartów Region.
There have been 6 meetings of the Management Board so far. The Management Board worked on a draft financial plan, a long-term financial forecast and an agreement on granting a relief in repayment of liabilities, the amount of fees and the choice of the method of calculating fees. No resolution was adopted on the dismissal of the director of the Association's office and ZZO.

The allegations concern the lack of information provided to the Assembly on the actual financial situation of the Association by the director of the Association's office, Ewa Badyoczek-Brzyska, and the director of Zakład Zagospodarowania Odpadów Krzysztof Grzegorczyk.
The chairman of the Lubartów City Council, Jacek Tomasiak, stated that only after the elections some members of the Management Board spoke of certain irregularities and insufficient information. It was not until the first meeting of the Meeting that the members were informed about the letter regarding the demand for money that was received in March 2018 (!). There were also some negotiations regarding this commitment, but was the Management Board or the Meeting informed about it? Whenever?
From the almost cheapest ZZO, we become one of the most expensive.
Yesterday, resolutions on the dismissal of these people were rejected. However, this statement is also an appeal to the Board of the Union. Does the Management Board consider the matter as pending?
Mr. Krzysztof Grzegorczyk spoke, he said, inter alia, that it was not his intention to lead to losses and that participation in the negotiations was due to his willingness to preventing loss of financial liquidity.
Ms Ewa Badyoczek-Brzyska believes that all the allegations are groundless and does not agree with the opinion.
Mr. Jacek Tomasiak stated that there was only one question. For a trace in the minutes of the Management Board and the Meeting that information about it was passed on to them.
The assembly agreed that Mr. Jerzy Zwoliński took the floor, who said that the dismissal of these two people was not a good path. People can perceive it as, "We remove some to take our own." He believes that the Management Board is to blame for the current state of affairs. And one should ask the previous Board, Chairman, Deputy - to prepare a report. You need to consider reducing the costs of, for example, the functioning of an office, HRM, etc., and to consider a comprehensive solution to the problem, and it is not the dismissal of two professionals. Because it will not guarantee the residents lower prices.
Mr. Jacek Tomasiak recalled that the allegations relate to the failure to provide important financial information and to signing unfavorable contracts with Lublin. The price calculation does not yet take account of these disputed amounts. PLN 20 for houses and 16 in blocks of flats requires 4 zlotys to be added to it to cover PLN 1.8 million in the event of a loss in court. The bomb about the agonizing situation in the Union explodes when the cards are thrown into the ballot box. It's not the first time.
The mayor, Krzysztof Paśnik, replied to Mr. Jerzy Zwoliński that, after all, when he established the Association, he was guided by the goals of low fees for rubbish and for making a profit by the Association.
Wojciech Osiecki, chairman of the Meeting, stated that he lacked managerial qualifications of these people. He is also unaware of the remedial actions taken by them, and yet the Management Board has a managerial staff. What actions did the management take to the Management Board to avoid a catastrophic situation.
