What can we learn from the Report on the state of the Communal Union of Municipalities of the Lubartów Region?
In the summary of the Report, we read that the Municipal Union of the Lubartów Region Communes performs tasks related to environmental protection in the Union Participant Communes, its activity is constantly changing for legislative, economic or political reasons .
These changes, for political reasons, are probably about changes in the representation, because we do not think of other changes. If our readers come to other places at this point, please indicate - which ones.
The Municipal Union of the Lubartów Region includes five communes: the City of Lubartów Commune, the Lubartów Commune, the Ostrów Lubelski Commune, the Ostrówek Commune, and the Serniki Commune.
At the end of 2017, the number of residents living in the area of the Union was 47,488 people.

The relationship ended 2018 in the red. The expenditures were higher than the revenues for the amount of PLN 630,935.86, which is a deficit lower than the Union assumed, but we are still not positive. An important item in the budget was the provision for the amount in dispute with the city of Lublin.
As it results from the presented data in the Report, the Association did not obtain any external funds in 2018.

We read in the Report:
"Waste fractions collected selectively" at source ":

Moreover, the fraction collected selectively "at the source" is ash - collected during the heating season. "
Collected selectively, they are simply segregated by the inhabitants.
The service of collecting waste from the area of the Union of Communes of the Lubartów Region was provided by three companies, including our Lubartów Municipal Economy Company.
The city of Lubartów consists of two sectors: the single-family housing sector, according to submitted declarations, covers 7,981 inhabitants, while the multi-family housing sector, according to data from 2018, includes 9,533 inhabitants of Lubartów.
Inhabitants of single-family houses "produced" more waste - 3,139.52 tons. Inhabitants of multi-unit buildings - 2,500.32 tons.
What are the amounts of waste collected in other communes?
There are four Selective Collection Points for Municipal Waste in the Union:
- Nowodwór (commune Lubartów),
- Luszawa (commune Ostrówek),
- Brzostówka (commune of Serniki),
- Lubartów (the Lubartów commune).
The Lubartów PSZOK was used by 1,819 residents of single-family houses and 300 residents of multi-family houses. In addition, the point was used by 759 people living in other member communes of the Association and 100 people who were owners of uninhabited real estate. In turn, 42 residents of Lubartów also used the PSZOK in Nowodworze.
ZKGZL also deals with environmental education. He conducted the campaign "Onions for waste", "Cleaning up the world", ecological lessons and workshops, and a photo competition.
The Waste Management Plant in Wólka Rokicka, belonging to the Union, accepted 39,751 tons of waste, 80% of which was unsorted municipal waste.
The largest "supplier" of waste to the ZZO was the city of Lublin, in accordance with the concluded contract. In 2018, it was over 60% of the waste accepted for the ZZO. Of this amount, the plant sold 2,013 tons, while 13,564 tons were used as alternative fuel, approx. 15,000 tons. tonnes of waste, i.e. almost half of it was transferred to the landfill as a stabilizer.
Further in the summary of the Report: Investments are planned for the coming years to minimize costs related to waste processing, which are also a response to the dynamically developing waste market .
Currently, we asked the Association for information regarding the selection of a bidder in the tender for waste collection from the territory of ZKGZL member communes. - has been published.
We have heard many times about reducing costs, and as we understand it - the amount of fees for collection and management of waste. However, we have yet to hear about the implementation of these plans in practice. Maybe it will work this time?
