The village foundation in Brzeziny
In the previous issue of the newspaper we wrote about the problems of the inhabitants of Brzeziny.
We have requested a copy of the letter regarding the village fund and the reply of the Head of the Lubartów Commune, which is mentioned by the Chairman of the Commune Council at the Session of the Lubartów Commune Council on 04/10/2019 in the item: Free applications and inquiries.
The councilor read the letter of the inhabitants, while Dorota Rybak, the village head of Brzezin, stated that she had informed about the meeting. She accused the initiators of the application that they might not even know where the school or the day-room was. Claiming that this are people who follow just the kids to schools don't send, don't come to church, do not pay u mayor, because they do not want.
According to the data on the website of the National Electoral Commission from 2018, district 14, which includes Brzeziny and Trójna, the number of voters is 543. 107 people voted for Mr. Michał Domański, who was elected the Councilor of the Lubartów Commune. On the other hand, the application for invalidation of the resolution allocating 43 thousand. 45 residents supported unspecified expenses related to the day-room. It is true that a large representation of the electorate? They argued that about half of the townspeople did not know about the meeting. Therefore, they could not say whether the more important expense is the purchase of table football or the improvement of safety by installing and maintaining street lighting in Brzeziny.
We asked the Head of the Lubartów Commune about this matter. The head of the village of Brzeziny was summoned to give explanations. She informed the commune head that the meeting was held in accordance with the regulations, and 3 days before the date, the announcement was suspended on the notice boards, along with the meeting agenda. And less than 10% of the residents attended it, so the meeting was held on the second date.
As Katarzyna Batko-Tołoć wrote, Vice-President of the Management Board of the Watchdog Polska Civic Network Association : We are afraid, because the distortion of a good idea for strengthening citizenship. It can arise through the lack of debate, openness, clear rules, guarantee of influence and a community element. Nowadays, citizens' budgets are called 'idea-distorting' initiatives. Such, where it is the councilors who decide what is the will of the inhabitants, or where the authors of the projects are hidden, regulations are created from above, etc. However, the fact is that the last years of "operation" of civic funds resulted in transferring us to a completely different reality in talking about common money . (Residents decide on the money - what came out of it?)
As you can see, the "customary method" is not always sufficient, since less than 10% of the inhabitants attended the meeting. You can see that residents are interested in jointly deciding on common money.
What solutions do we see? Apart from, of course, the prospect of the next elections.
Although the deadline for submitting applications to the 2020 budget has expired, the budget has not yet been adopted. And each such request will be considered by the Committee on Budgets. We remind you that the village leader also has the right to submit such applications. As well as the councilor from this district, or a group of residents.
The second option is to submit a petition to the Head of the Lubartów Commune.
