Are the municipalities of the Lubartów Poviat drowning in garbage?

As it is outside of the Communal Union of Municipalities of the Lubartów Region.

We ask the municipalities of the Lubartów Poviat
We ask whether the commune has announced a tender for waste collection in 2020. If it has announced, when and if it has already been decided.

If the answer is yes, we ask what rates for waste disposal will apply in 2020. And the most important question from our point of view - do the authorities know where this rubbish will be stored?  

Where do these questions come from? The councilors decided that we would be better off in the Communal Union of Municipalities of the Lubartów Region. As before, the arguments of the supporters of staying in the Union did not convince us and we proved that, contrary to the narrative, municipalities also cope with it, and the prices of waste disposal are lower than in Lubartów. 
Therefore, we verify whether the resolution has not been passed, because it will "fail" with the tender, for which the documentation has allegedly been prepared a long time ago. We verify whether the arguments that it will be more expensive are true and our rubbish will wander around Poland and, in general, it will be Naples.

How was it?
Not long ago, long ago, only in March this year, the councilors adopted a resolution on the withdrawal of the City of Lubartów from the Union of Communes of the Lubartów Region.

The following votes for Lubartów's exit from the Union were: Jacek Bednarski, Teodor Czubacki, Ewa Grabek, Grzegorz Gregorowicz, Grzegorz Jaworski, Anna Kuszner, Renata Mazur, Wojciech Osiecki, Jacek Tchórz, Jacek Tomasiak, Andrzej Zieliński.

Against : Tomasz Krówczyński, Marek Polichańczuk, Jan Ściseł.

Abstentions : Robert Błaszczak, Maria Kozak, Piotr Kusyk, Elżbieta Mizio, Beata Pasikowska, Grzegorz Siwek, Krzysztof Żyśko.

 

We recall this voting, because only half a year has passed and the councilors adopted a resolution to repeal the resolution of March 26, 2019 on the withdrawal of the City of Lubartów from the Union of Communal Communes of the Lubartów Region.

 

It is also worth recalling an excerpt from the text we published in March:

A bit of mythology. The first myth is that thanks to the Association and the establishment of Zakład Gospodarowania Odpadów, rubbish will be cheap in Lubartów. This is what we have heard from the beginning of this investment.

The second myth - communes not belonging to the Union will be more expensive.   

When it comes to fees, we already know what the rates for this year are. In single-family houses - PLN 18 per person for segregated waste, PLN 39 for unsorted municipal waste. These are the rates that we include in the chart. I don't think anyone thinks it's cheap. The argument that somewhere there is more expensive does not reach us, because it is our membership in the Union and the construction of the Waste Management Plant that was supposed to guarantee that it would be cheap. This is what both the Mayor of Zwoliński and his successor - the Mayor of Bodziński - said. This was also said in the election campaign by the Mayor of Pasnik. At least until the first meeting of ZKGZL, where it turned out how terrible the situation was there.

In the case of the second myth, where in other communes it was supposed to be more expensive and (should) push through doors and windows to the Association - we will not be groundless.

We asked, in the course of public information, those communes from the Lubartów Poviat that do not belong to the Association - how much do their trash cost?

The chart concerns fees on real estate inhabited by up to 5 people.

In the Niedźwiada Commune, you will pay 6 zlotys for waste collected selectively and 10 zlotys for the rest.

The costs of the collection system in 2018 were:

- PLN 515,909.48 (collection, management, waste collected from PSZOK)

- PLN 33,523.36 (maintenance of the management system, equipment, training, etc.)

The Michów commune has not changed the amount of fees since 2013.

It is a rate of PLN 6 for segregated and waste  14 for unsorted.

The total cost of operating the system is PLN 393,011.53 (2018).

In the Abram Community, you will pay PLN 9 and PLN 15 per person, respectively.

In 2019, the cost of collection, transport, waste management and servicing of the PSZOK will amount to PLN 426,247.05 and PLN 45,000.00 of the costs of operating the system (training, remuneration, service cards, commissions of village administrators). The commune does not pay the residents the costs of waste collection.

The Kamionka commune also did not pass a resolution on subsidies for residents.

The rates are PLN 11 for segregated waste and PLN 20 for unsorted waste. These are the fees adopted by the resolution of 01/31/2019. The total cost of operating the system in 2018 was PLN 477,093.30.

The rates of the Firlej commune are similar, i.e. 11 and 21 zlotys. The cost of the system in 2018 is PLN 612,630.20.

The commune of Uścimów introduces new rates from April 1, and it will be PLN 13 per person for waste collected in a selective and 30 - non-selective manner.

In 2018, expenses amounted to 310,267.90, while income - PLN 227,759.30. In 2019, the planned expenses for operating the system amount to PLN 419,388.00.

Jeziorzany Commune - PLN 8 per person in the case of segregating waste, PLN 18 for non-segregated waste.

It's like - true or false? Is it cheaper in Lubartów, and more expensive in other communes outside the Union?

The councilors who previously opted for Lubartów to leave the Union of Communes of the Lubartów Region, today abstain from voting or vote to repeal that resolution.

Today there are similar arguments - change of regulations, difficulties with receipt, prices.
