A short history of waste in Lubartów
In 2015, councilors from the PO club submitted to the deliberations "The position of the City Council of Lubartów on establishing the method and amount of fees for municipal waste management in the city of Lubartów". It concerned the fact that it should be up to the City Council to determine the amount of fees for garbage collection in the city. All 18 councilors present at the session were in favor of adopting this position.
It happened? It happened that in March 2016, two representatives of the City Council (i.e. our representatives in the Association), councilors Jacek Tomasiak and Grzegorz Gregorowicz, submitted an objection to the resolution establishing the amount of fees for rubbish. Mr. Radosław Szumiec - our vice-mayor, is also the Chairman of the Board of the Communal Union of the Lubartów Region Communes. He stated that the opinion of the Management Board is such that this objection of the councilors should be rejected.
Councilor Grzegorz Gregorowicz said: “ The costs of maintaining the Union in individual communes range from 60 to 80% of the cost of waste disposal only. So if the communes would take care of this business on their own, they would save a lot of money for their inhabitants. This is your business, you take it at your own risk. We, as representatives of Lubartów, will act a little differently (?) And we will continue to work so that Lubartów leaves the Association. And this debate confirms that you do not want a debate, you want the topic to be shortened. It's six o'clock and we have to finish. Question: what are we here for? People chose us to exhaust the topic of the debate, regardless of the time. If you think you are in a hurry to go home, don't let yourself be chosen as a councilor or representative. That's my opinion. Therefore, in closing, let me say this: I believe that rejection is nothing new. It will definitely happen, but it proves that we are more and more willing to take shortcuts. Ladies and Gentlemen, this is, in my opinion, more and more inconsistent with the will, and especially with the interests of the inhabitants. Thank you. "(Protocol XIII / 2016)
The councilors of "Wspólny Lubartów" suggested that the City Council should be interested in how the Association calculates our rates by adopting the proposed position.
In a vote 10 D. a, 7 d. against, 3 head. holding back - that is, with a tie - the City Council did not add it to the agenda.

A few words about competences, i.e. who does what:
The Congregation deals, inter alia, with determining the amount and rules of paying membership fees by the Participants to the Association and other benefits, adopting resolutions on the property of the Association beyond the scope of day-to-day management regarding: defining the rules for the acquisition and disposal of, lease, and rental of the property of the Association for a period longer than 3 years, accepting donations and subscriptions for the benefit of the Association, determining the maximum amount of loans and liabilities incurred by the Association, the Management Board and organizational units, plants, companies of the Association, establishing, transforming and liquidating organizational units, plants, companies, adopting their statutes, deciding on the distribution of profits and the method of covering losses resulting from the activities of the Association.
The Board of the Association is an executive body, that is our Mayor.
A few words about money
Apart from the fact that the inhabitants pay for the rubbish, each of the communes, the members of the Association pays a contribution. In 2017, the investment premium for our city amounted to PLN 442,967.00.
In addition to the fact that residents pay for rubbish, investment contributions, city budget, that is us - we pay extra to ensure that these fees are not even higher.
We would like to see exactly how many zlotys the Communal Union costs all of us. Because there is also the case of the Waste Management Plant. The same that was supposed to be cheap as borscht. Before the 2010 elections, PiS did not take any official position on the location of this plant.
On the other hand, among those who changed their minds after the elections, one should mention the vice-mayor Radosław Szumec and the councilor Jan Ścisło. It is worth remembering such things.
A few words about Zakład Zagospodarowania Odpadów
For those who are interested, we recommend the text on our website: " Will we have to give back Zakład Zagospodarowania Odpadów for free? ”Because we read in the newspapers about the success of the agreement with Lublin, co-financing and so on. How is it? Well, we were building, but not on our own, in the union sense.
And we can even be expelled with six months' notice. Will we be able to move these installations somewhere? Well, not entirely, because not entirely ours.
