Who needs openness or transparency? 

Financing of non-governmental organizations from the city budget.

It is not only about non-governmental organizations, but about power and money in general.

After the last session, we have such a reflection that you have to learn from your mistakes.

The councilors spent a lot of time discussing how to divide the city's money into subsidies for NGOs. Councilor Grzegorz Siwek demanded (rightly) that the justifications for the amounts awarded should be made public. Chairman Jacek Tomasiak asked (rightly) to extend the scope of the Audit Committee's control regarding the use of subsidies by organizations that received the maximum amount of funds. For example, is there no double funding?

And the issue of project evaluation remains open. It is not about financial reporting. She has to agree. We are calling for a report for the city's residents.

What have we managed to do with our money. It's fair.

Councilor Grzegorz Gregorowicz recalled (rightly) that in Lubartów there was already a situation where the Mayor 's awards were awarded contrary to the published regulations. And the previous Mayor said at the session, responding to the accusations, that he had changed these regulations orally. When? Probably five minutes before the committee meeting.

Coming back to our reflection, the Regulations for awarding the Mayor of Lubartów prizes turned out to be a literary fiction, which was proved by us.

AND  you should learn from your mistakes.

Beginning with the publication of the minutes of the meeting of the team assessing grant applications, as well as information about the members of this team. Because this information is not available on the Public Information Bulletin website. Why these publications? For openness and transparency. As for us, it is not for NGOs, but for people in general. We submit various applications to the office - for funding, some change, whatever. We have a right to expect these letters of ours to be assessed against criteria we know and find out why someone else's application has been approved and ours has not.

Transparency means transparency of the criteria, and transparency is an obvious necessity when distributing public money.  Everyone can then look at the city's website and find out: who, for how much and why. And not having to wonder who, with whom and how is related that he got.

The question of trust in power is that we trust that power is good when it acts transparently and we don't have to look for the back, sides and back. But we can say at any time - I check.

We understand that the councilors of the previous term, who found our complaint unfounded, changed their minds and now share our objections regarding the awards. What did we ask for at the beginning? For an order, list of committee members, motions with justification and protocols. Familiar?

Already by the way, at the session we also heard comments that some organizations received less than in previous years. Here we hope that there is no informal list of Lubartów organizations that “must” get funding in such and such amounts every year. Why? - It's clear.

Because we have a competition procedure.
