There is no need to convince the regulars of various restaurants and other places to be more or less public about it.
However, shared secrets and the reluctance to reveal them are not limited to shared meals.
This also applies (unfortunately) to sharing information. Public information.
So at this point not about octopuses, but about the scopes of activities of people employed in offices.
I applied for the scope of activities of the employees of the City Hall in Lubartów .
In response, the Lubartów City Hall provided me with the job requirements cards of heads of departments and office managers who are public officials and other heads of organizational units. At the same time, he refused to issue the other requested documents, claiming - unreasonably that the scopes of activities of other employees are internal organizational documents, constituting an integral part of the employee's employment contract and do not constitute public information.
Why unreasonably?
Well, as I indicated - bodies authorized to perform public tasks, by definition (or maybe ?!) do not undertake other activities, such as dealing with public affairs, and thus - employees of the Office take part in the production of official documents as part of the performance of their duties. official, and therefore the scope of these duties from the essence of the case - cannot be classified information.
Obvious isn't it? Where from!
Internal organizational documents - it sounds proud!
Reminder sent to fulfill the request and / or issue a negative decision.
Neither one nor the other. The Office maintained its position that this is not public information and it will not issue a negative decision either.
The scope of activities is related to the employment contract, as much as - specifically with a specific position. Or more precisely - with its NAME.
It is not Mania who is to accept incoming documents, but the person employed in the position - customer service. The fact that Ms Mania is doing this is solely due to the fact that she was employed in the above-mentioned position. And it is not about any particular Mr. Manie in this case. With all due respect to them.

Because the same application was sent to the County Office in Lubartów .
And the County Office on May 19 replied that "due to the length of the documentation in question, in accordance with Art. 13 of the Act of
September 6, 2001 on access to public information (i.e. Journal of Laws of 2016, item 1764), the information will be made available by 05.07.2017. "

I don't know ... is it because we published the answer of the City Hall? Such an unfortunate imitation of the Mayor ? Although - to say the least - a reserve in relations between the Town Hall and the Poviat , it is proverbial in our city and has many years of tradition.
Is it a reluctance to public information that unites all offices, institutions and public figures?
