Registry of civil law contracts
Yesterday we sent a request for public information to the Nowogard Commune regarding the register of civil law contracts. We want to see if the contract for the purchase of a hospital sterilizer has been concluded, and if so, on what date.
The reason was the discussion that followed about the Nowogard's budget, and more specifically the purchase of a sterilizer, to which Janusz Ostrowski invited under the entry ( Nowogard Commune - Initiatives and Opinions of Councilors ). The situation was presented in such a way that the lack of securing funds in the budget is the fault of the coalition councilors, because the execution of the contract (i.e. issuing an invoice) would take place in the new budget year. One of the councilors shed light on the matter, Mr. Michał Wiatr.
In our opinion, this purchase could be included in the long-term financial forecast, since it was immediately known that the tender and delivery of the device would not be in the same financial year. If not, and it should be noted that there are no restrictions on unit managers in concluding contracts beyond the financial year, the purchase could be entered into the so-called non-expiring expenses. And in each of these eventualities - ask RIO for an opinion. Instead, the budget for 2016 was adopted without taking into account this purchase due to the fault of the councilors. At least according to those describing the situation. Even though the draft budget is prepared by the commune head / mayor / president and presented by the treasurer.
What does this prove? The necessity of training in public finances among councilors and eyes around the head. And above all, that the Act on Access to Public Information works everywhere and the application from Lubartów will be implemented in Nowogard.
