Pyrrhic victory, or… glass ceiling in the City Hall

We have had a 20-year jubilee reminiscing about the so-called the eastern road in Lubartów. 
The residents have already met several times for consultations regarding this project. Many of them, living in the planned location, expressed their strong disapproval of the proposed solutions. In October 2016, the councilors were to adopt "The position of the Lubartów City Council on the implementation of motions voted during public consultations on September 27, 2016". They did not accept it, because the applications submitted by residents should receive an opinion from project promoters.
 
The December session also did not bring any resolution to this matter. The mayor, in turn, made his own proposals. The position - probably finally shared - was to be prepared by the Infrastructure and Environmental Protection Committee with the participation of the City Hall employees and residents. It turned out that it was impossible to reach an agreement, which is why two draft positions on the eastern road were discussed.
 
Several hours of deliberation led to the development of one vision of the eastern road.
 
Finally, the Council did as it did.
 
Instead of one resulting from the discussion, two positions were voted on.
 
  What is the width of the moat between the initiative group and the City Council? 
Roundabout width difference.
 
Was it worth it? Time and circumstances will tell.

Along with the locals… no, it's such a typo

We shared an excerpt from the meeting of the Technical Infrastructure and Environmental Protection Committee, which together with

with the residents (applicants!) was to prepare a position on the construction of the eastern road. 
What do we see in the film? How one of the people present at the meeting approaches councilor Robert Błaszczak,

she leans in and says something to him in an undertone. 
What do we hear when he returns to his seat?

You are welcome, but your behavior is reprehensible, and I am drawing your attention, as it has not been brought to you by the President. The Lord interrupts all the time, the Lord walks around and makes comments to the councilors, so this behavior is reprehensible.

I'm only talking about this gentleman. (…) I understand that this is Channel S, such behavior for TV. Ok, did it record well?

According to the election flyer, for the last four terms (?!) “Thanks to your support, I have been the councilor of RM Lubartów. A lot has changed, but not everything. I am a stubborn optimist and I know that you can change and achieve a lot, consistently pursuing the goal. "

The fact is, a lot has changed. But, as you know, not all changes are good. How can an optimist voter get in touch with a councilor? In no way, apart from the City Council Office, in any case, the councilor did not provide us with contact details. 
Seventeen is the average of the points in our ranking at the halfway point of our term of office. Councilor Polichańczuk obtained less than 15, which is below the average. Whether the lack of an interpellation can be compensated by order summons at meetings, one should ask the councilor. Especially if the comment concerned the motion submitted by the councilor Polichańczuk. No objections are foreseen in the discussion, is there generally no discussion foreseen? Especially with the locals.

Why did councilor Błaszczak not respond to these comments? After all, it was him who was approached by the person present at the meeting. As we read in the caption, it was prof. dr hab. Walenty Baluk. 
With all due respect, it is less important than the fact that the resident, or the person in general, cannot make any important attention without disturbing the deliberations. Finally, during the Session of the City Council, councilors get up from their seats, enter, leave the room. As was the case with councilor Marek Polichańczuk and his vote on the resolution on the Municipal Program for Prevention and Solving Alcohol-related Problems and Counteracting Drug Addiction for 2017.
 
We are not surprised by the lack of reaction from councilor Błaszczak, taking into account the place in our activity ranking, with six points scored.

In the last local government elections, this councilor in constituency 21 obtained 145 votes.

We are now banned from admitting residents to the meetings of collegial bodies? Is it just a ban on comments

and move around the room? 
These questions are addressed not only to the 278 voters of both councilors, but to all residents.
