Act on the transparency of public life? But what do I care?
We didn't care, hence our participation in consultations regarding the draft act on transparency in public life.
The amendment proposed by us was included in the bill of significant importance: "Public information that has been made available on request is subject to disclosure in the Public Information Bulletin." You can read more about it here .
You can read the comments submitted to the act on the Legislative Center website. Admittedly, their number is impressive.
Meanwhile, the provisions of the act were changed. So what is ...
A recipe for disappearing from the contract register?
In the justification of the bill, the drafters wrote that they were based on the "register of contracts / orders published on the website of the Ministry of Digitization. (...) Data in the register are published irrespective of the value of the concluded contract / order (it even contains information about an order worth PLN 200). "
Therefore, it is a pity that this modeling did not include the amounts as well, because according to the Act on Transparency in Public Life, it was an obligation the publication will cover expenses of at least PLN 2,000.
Why so much? Because.
As far as we remember the consultations, no such amount was awarded at any of the meetings. In turn, from the "Remarks to the bill" you can learn that the introduction of a minimum quota threshold was postulated by: Employers of the Republic of Poland and the Press Freedom Monitoring Center.
Is this? It is not known.
Why is this reducing the possibilities for social control of public spending?
A simple example from a local backyard.
