Lubartów's representatives dismissed before the Meeting
Of the Communal Association of Municipalities of the Lubartów Region
How it's possible? Looking at the documents attached by us - voting results can be predicted and entered into draft resolutions.
Oh yes:
The Extraordinary Session of the Assembly of the Union of Municipalities of the Lubartów Region was devoted to taking all functions from the representatives of Lubartów and assigning them to those who de facto rule in the Union. Or they will soon.
And it is by no means Lubartów, despite the largest group of payers.
This situation is not surprising given the introduction to the Management Board of Jerzy Zwoliński. The then mayor, who founded and located the Waste Management Plant in Lubartów.
After that session it was clear that the gentlemen are "after the word". The results of secret voting are entered in the draft resolutions, Messrs. Paśnik and Osiecki were dismissed from their functions.
So it is no surprise that the Chairman of the Assembly, Wojciech Osiecki, was dismissed by eight votes. Lubartów representatives did not take part in the vote.
The rationale is strange. "Ineffective functioning of the Union's organs". Paralysis of the Union and the Bureau.
Although Jacek Tomasiak, the Chairman of the City Council of Lubartów, paid attention to disadvantages legal breaks in Assemblies. Which were made at the request of the members. Chairman Osiecki did not agree with the rationale for convening the Meeting.
The discussion about the representatives of the city of Lubartów in the Communal Association of the Municipalities of the Lubartów Region is worth listening to.
The more that we are dealing with allegations of inefficient functioning. What can you talk about to those residents of communes, members of the Union, who are not aware of registering records of the proceedings and that they can be watch not only live.
Any ideas for improving the financial situation of the Association, put forward by representatives of Lubartów, were not appreciated by the others. Comments on the legal flaws of the procedure and problematic calculation - let go of the ears.
And we only learned about the financial situation after the change of authorities in the Union.
We have already written about the unfavorable contract concluded with Lublin's representatives here .
Later it turned out that Lublin deducted itself - in his opinion - the money owed. As we wrote: the bomb about the agonizing situation in the Union explodes when cards were thrown into the ballot box in the local elections .
And then Jerzy Zwoliński becomes a member of the Management Board, and his candidacy is proposed by the Head of the Lubartów Commune, Krzysztof Kopyście.
We are not talking at all about any attempts to reach an agreement with representatives of other communes, members of the Union, because there were no such attempts. Whoever has seen any report from the Assembly knows that all draft resolutions submitted by representatives of Lubartów were rejected in voting. And at the same - perhaps it would be funnier - proposed for reflection in a modified form by other members of the Congregation.
We owe today's situation, of course, not only to representatives of other communes.
The previous authorities of the Association with the President of the Association's Board should be commended to the gracious memory of the Lubartovians Radosław Szumec and the President of the Association's Assembly, Janusz Bodziacki.
An undeniable achievement is the signing of an extremely unfavorable lease agreement with Lublin by Radosław Szumec. No information about financial claims for almost a year. We're betting that the authority thought it would continue to be the authority, and it would sort it out somehow. The case will most likely be resolved in court, but it is not known when and how. Until then, the Association has to "feed" itself. Because Lublin, to be resolved, the disputed money will simply not pay us. And those missing from the system will not get out of thin air.
We watched the election spots.
Taking into account the discussion we anticipated on the resolution to leave the Union, we asked other municipalities about the cost of waste management .
Coming back to the last meetings - they were not characterized by their efficient functioning. If anyone thinks that they do not have to deal with it and what the Union is doing, it does not concern the inhabitants anymore Lubartowa - he is very wrong.
Until the end of the year, all commitments made by the Association will fall within the scope of our municipal settlements.
We were consulted on the draft resolution of the Regulations for the maintenance of order and cleanliness in the City of Lubartów.
After these consultations, we have a few reflections .
And the remark that the voices of various experts will probably appear soon. Including those who are responsible for the current management of the Association. What, frankly speaking, they shouldn't be proud of.
Because there is nothing. We can see "ineffective functioning of the Union's organs".
