We asked about the amount of prizes in the municipalities of the Lubartów Poviat for the years 2016-2018. So the commune offices, including the Lubartów Commune Office, could expect our question. In 2018, we sent inquiries to municipalities on December 27. Prize inquiries - attention! - awarded in 2018. The requests were extended to readers' suggestions for Christmas bonuses etc.
Who is a municipal clerk? Often our neighbor in a small town. Sometimes he performs various roles. A friend, but also someone for whom we have requirements. That he will be honest. Trustworthy. Responsible. Not only towards the law, but also towards us - our neighbors. It should also be remembered that he is responsible to payers of his salaries. Why can we treat each other this way? We all pay taxes. Out of every PLN 100 of income tax we pay, about PLN 40 goes to the commune's budget. In addition, there is approximately PLN 7 of corporate income tax.
Officials are reluctant to talk about money, especially when the topic is about their wallets. It is a complete misunderstanding of your position towards the inhabitants who make up this communal budget directly. But it is also a complete misunderstanding or aversion to the development of democratic control mechanisms or the development of civil society. Because people have a right to know.
We received a reply on January 9 from the Lubartów Commune Office about the amount of the awarded prizes as of the day of our application, i.e. December 27.
But we also got information from other sources that the prizes were paid out - attention! - December 28. After this information, we asked again about the awards granted in 2018. The office asked to specify whether we really mean 2018, because they have already answered the question about money once. They were hoping that we would withdraw the application?
The January response differs from the July response. Why? Because it turns out that awards for special achievements at work were awarded at the Lubartów Commune Office on December 28.
This is due to our organization, which was known to ask about the amount of awards for the next year? The management of the Office received awards in the total amount of PLN 28,500 on December 28, 2018. We know this from the second answer. From the first answer, we know that the same people received a total of PLN 3,600 in prizes. Now you have to add it all up. Except for positions that are not personally specified. This is how much extra cost you, Dear Commune Office.
Have you encountered such a rapid decision-making process in any office? We would like to remind you that on December 27 we asked about the prizes awarded in 2018. It was known that there would be more awards, did someone make the decision overnight? Theoretically, everything is fine. The answer as at the date of submitting the application, but in turn the office's request for clarification, suggests that we have been given full information about 2018. It is not so.
The official's responsibility is one thing. Another is social responsibility. The one that helps build this civil society. The one who is aware that you have not only rights, but also obligations towards society. The one that affects the quality of our lives.
So how? Someone in the office chuckled that they managed to take a neighbor, another member of your community, payer of your salary into the field? Citizens should trust that they can count on reliability in other matters that do not concern your wallets? You can't be a little pregnant.
How? That we are undermining trust in the office? There was no need to look for an opportunity to flex when answering. And the right to be informed where? Where you have the right at all. In deep ... respect.
