Complaint. Imbued with personal threads of negative assessment.  What is it supposed to be? Impersonal?

 

 

 

 

 

 

 

 

 

 

 

 

Personal, but it's not just about us.  

How can an organization build its credibility, recognition, in a word - a brand?

There will be various tools, but we will certainly look for it in the National Court Register, or the one kept by the Starost. We can also show diplomas, or in this case - a personal invitation from the Mayor to consult local law.   

As we wrote, the City Hall publishes a list of organizations operating in the city on the city's website. We learned that some of the organizations were invited separately for consultations of the Cooperation Program of the City of Lubartów with non-governmental organizations (...).

We didn't really consider why we were not invited, in an organizational sense, but why we were not invited, given the matters we are dealing with.

We asked about it:

1. Who was invited?

2. On what basis was the particular choice made?

3. Who is responsible for contacts with non-governmental organizations in the City Hall in Lubartów?

In response, apart from the list of organizations to which such invitations were received and the legal basis for the consultations mentioned, there was also the information that: "The written notification of the organization was an additional form not resulting from the applicable regulations. The invitation, along with information about the consultations, was sent to organizations operating in the city and cooperating with the local government, included in the list of organizations on the city's website in the tab office / ngo / organizations operating in the city ”.

53 organizations are listed in this tab, while according to the distribution list sent, additional invitations for consultations were sent to 47 organizations.

For some reason, a few have been left out.

We appeared on the list as "Association - suspended". Thus, anyone who would look for us on the city's website would get this information. Someone will say - a trifle, after all everyone in Lubartów knows. Suppose so, although the city-non-city newspaper will certainly not popularize our activities. And outside of Lubartów?

Probably some people will find it a trifle. But think about it this way - you want to start an association or a foundation. Perhaps you will want to apply for some funds, or perhaps you just want to be a partner of another organization in the implementation of a project. Maybe you want to get the local press interested in what you are doing.

It is good then to show that you are, act formally and you can be found on the web in various places.

The cooperation program, in turn, covers areas in which competition procedures will be launched, so it is good to make sure that those you are dealing with are included in it.

There is an Office for Co-operation and Social Communication in the City Hall.

Responsible for "contacts with organizations, promoting the activities of NGOs, volunteers, civic activity and social dialogue in the City, updating the content of websites run by the City in cooperation with the IT Office" and various other things .   

So people work there who get wages for performing various duties.

Therefore, we wrote a complaint about the improper performance of duties. It has not been taken into account, because according to the Mayor, it is our duty - to simplify - to verify the truthfulness of the content published on the city's website. Maybe, in the opinion of the Office, residents should perform the duties of officials, but then what is the point of employing them? The more so because the officials showed efficiency in responding to the denunciation and calling us to explain. Then the Office knew that we are here and we are acting. It looks a bit as if a resident, when submitting an application in one window, still had to go to the other one and check if that lady had all the stamps.

In any case, due to the fact that the Office for Cooperation is not responsible for cooperation or lack of cooperation - we wrote a complaint against the superior, i.e. the Mayor.

Considering the history of the last "complaint" resolution, we are cautious about the position of the City Council, but we'll wait and see.

 

The entry is corrected and probably someone may ask why we are continuing the topic. There are several answers.

Because the Bureau has specific duties and supervision and we don't have to like each other for that.

Because we see no reason for selective treatment.

Because the whole thing is small.

       On the city's website, in the "Office" section, there is a "NGO" tab.  We have been talking with the Office for some time why this list is not updated. We know that it is not, because we operated there as the "Association - suspended".

We have not operated in this configuration for quite a long time, and the Mayor is the best witness to our "non-suspension of operations".

 

     Our interest in the list resulted, in a way, from the question of why some of the ngo operating in the city received "personal" invitations to consult the Cooperation Program of the City of Lubartów with non-governmental organizations and entities specified in

art. 3 sec. 3 of the Act of April 24, 2003 on Public Benefit and Volunteer Work for 2018.

By the way - the main goal of the program is the development of civil dialogue in the City by building partnerships between the City and non-governmental organizations and other entities in order to fully implement public tasks. But shh, on this dialogue.

 

Returning to the topic, we considered how to update this list and where does the City Hall get its knowledge about ngo functioning (or not) in the city.

Because we can be "clicked" in the National Court Register (not to be confused with the National Court Register). You can also find information on the site. And about others too?

    There has been a long discussion about the Lewart sports pavilion, so we decided that it would be a good measure. In the records of ordinary associations, kept by  The starost of Lubartowski, the position of the "Municipal Sports Club" Lewart "Autonomiczna Group of Sections" will not be revealed, so we checked - it is in the National Court Register.

The city website lists the addresses of two websites. On both, information on the legal form, authorities, etc. is missing. There is no page listed in the National Court Register.

     We took part in public consultations of the Act on Transparency in Public Life. So we also discussed, among other things, the reality in which non-governmental organizations will operate. Meanwhile, we operate within the framework of applicable law. That is why - in a friendly manner, we publish information that should be published by the Autonomous Group of Sections itself.
